SPRING CLEAN-UP

 

The Village of Lowville Department of Public Works would like to announce that it will be conducting Spring Clean-Up beginning April 8, 2013, and ending May 17, 2012.  During this period the D.P.W. crew will be picking up tree limbs, brush, leaves, and general yard debris that is placed at curbside. The piles must be placed between the sidewalk and the street so that the equipment used can reach the material.

Please take note that only reasonably sized piles resulting from general winter damage and yard clean-up will be picked up by village crews.  Large piles resulting from the removal of trees, hedgerows and such by property owners will not be picked up by village crews.  Residents must make private arrangements to have these types of wastes removed from their property.

Village Residents are reminded:

          . Please be sure that all piles of limbs, debris, brush, etc, are individually sorted.  Piles that are mixed together will not be picked up.

· Please do not place piles of limbs, debris, leaves, brush, etc. in the streets; doing so poses a serious safety hazard to motorists and pedestrians as well as acting to plug up the drainage inlets during rainstorms.

· They may also transport their own limbs, debris, leaves, brush, etc. to the Village Sewage Treatment Plant on East State St. in the Village if they desire.  This may be done during the hours of 8:00 am to 3:00 pm Mondays through Fridays any week during the spring and summer months.  There are signs located along the entrance drive to the Treatment Plant to direct residents to the disposal areas for such wastes at the plant.

The D.P.W. wishes to thank you in advance for your full cooperation in this matter.  It is only through your cooperation that we will continue these services.

Village of Lowville - Sidewalk Improvement Program 

The Village of Lowville will continue the Sidewalk Improvement Program that allows property owners to replace qualifying sidewalks with partial reimbursement provided by the Village.  This initial phase is completely voluntary and it is the responsibility of the property owner to participate. Any Village of Lowville property owner is eligible to participate if their Village property taxes and water/sewer bills are paid in full.

Applicable sidewalks will meet the following conditions:

Only sidewalks on street frontage are eligible for this program.  Sidewalks that lead to a front door, along a driveway, etc. are not eligible.  Village officials will inspect the existing sidewalk and will grade it as a Level A, B, C.  Level A is in good condition and not in need of replacement.  Level B is in unsafe or poor condition and in need of replacement. Level C is where no current sidewalk exists.  If your sidewalk qualifies as a Level B or C, the Village of Lowville will provide reimbursement for replacement of those specific blocks.  Property owners will be reimbursed $2.50 per square foot, up to a maximum amount of $1000.  Prior to final reimbursement, the Village will perform two inspections to ensure the new sidewalk is constructed to specification.

Property owners may call the Village office to have an application mailed to them, pick up an application at the Village office or print one from the web site.  After the application is received, the property owner will then work with Village staff and proceed on construction after approval from the Village.  The Village DPW staff will schedule a time to inspect the sidewalk.  The Village will remove existing sidewalk, at no charge.  The property owner must then complete the sidewalk construction on their own or by hiring a private contractor.
