SEPTEMBER 29th to NOVEMBER 14th

The Village of Lowville Department of Public Works would like to announce that it will again be conducting Fall Clean-Up beginning September 29, 2008 and running through November 14, 2008. During this period the D.P.W. crews will be picking up tree limbs, brush, leaves, and general yard debris that is placed at curbside.

Village residents are reminded that the Village now has a site, open from 8:00 am to 3:00 pm each day during the normal work week, where such wastes can be transported to in your own vehicle. The site is located at the Village wastewater treatment facility on East State Street. ONLY Village residents will be allowed access to the site.

Residents are also reminded that all piles of limbs, debris, leaves, brush, etc. to be picked up at the curb must be kept individually sorted. Any piles found to be mixed together will not be picked up by the Village crews. After November 14, 2008, no further pick-up of any items will occur again until Monday, April 27, 2009.

The Department would like to additionally remind residents that it is illegal to pile brush, limbs, debris, and leaves beyond the curb line of the street, in any ditch line, or in any part of the street itself. Residents may be fined for placing such items in the street; this poses a serious safety hazard to motorists and pedestrians as well as acting to plug up the drainage facilities during rainstorms. The D.P.W. wishes to thank you in advance for your full cooperation in this matter. It is only through your cooperation that we can continue these services.

Sidewalk Improvement Program

The Village of Lowville commence a Sidewalk Improvement Program that will allow property owners to replace sidewalks with partial reimbursement provided by the Village. The Village Board of Trustees is considering this as Phase I of a two or three phase, five-year program. This initial phase is completely voluntary and it is the responsibility of the property owner to participate. Any Village of Lowville property owner is eligible to participate if their Village property taxes and water/sewer bills are paid in full.

Applicable sidewalks will meet the following conditions:

Only sidewalks on street frontage are eligible for this program. Sidewalks that lead to a front door, along a driveway, etc are not eligible. Village officials will inspect the existing sidewalk and will grade it as a Level A, B, C. Level A is in good condition and not in need of replacement. Level B is in unsafe or poor condition and in need of replacement. Level C is where no current sidewalk exists. If your sidewalk qualifies as a Level B or C, the Village of Lowville will provide reimbursement for replacement of those specific blocks. Property owners will be reimbursed $2.50 per linear square foot, up to a maximum amount of $1000. The Village will perform two inspections of the construction and will not reimburse if the new sidewalk is not constructed to meet the Village's standards.

In order to participate in the program, property owners can come to the Village office to pick up an application and program guidelines. After the application is completed, the property owner will then work with Village staff and proceed with construction after approval from the Village. The Village DPW staff will schedule a time to inspect the sidewalk. The Village will remove existing sidewalk, at no charge. The property owner must then complete the sidewalk construction on their own or by hiring a private contractor.
